    "content": "Mr. Deputy Speaker, Sir, first of all, I am not aware that this Ministry interfered with last year's budget of the Ministry of Roads and Public Works. Mr. Deputy Speaker, Sir, if Mr. Angwenyi has such evidence, he should substantiate. It would be very good for the order and decency of the House. Secondly, Government financial regulations and procedures are available to everybody including Mr. Angwenyi and they have to be followed to the letter. If Mr. Angwenyi has found them very inconsistent, he should bring an amendment to the Floor of the House."
