    "content": "Mr. Deputy Speaker, Sir, the prevailing situation in that area can be classified as a natural disaster which is beyond human control. The water table rose due to the heavy rainfall pattern which was experienced in that area at that time. The heavy rains caused the ground water table to rise with the sub-surface flow emerging out of the ground as surface run-off traversing a number of farms for a distance of about 260 kilometres until it reached an opening on the ground and drained some 300 metres downstream. This water can come up even inside houses and it is, therefore, difficult to control."
