    "content": "Mr. Deputy Speaker, Sir, two weeks ago, I had asked about the fate of industrial estates in Kisumu. This time round, I have asked what is happening about the industrial estates in Homa Bay. The Government does not seem to have a clear policy on industrialisation in the Nyanza region or in the country generally. The Assistant Minister says that they are preparing to repossess the land which had been taken away from those who had been allocated. How are the entrepreneurs going to raise capital when in the first place they do not have the land? Could he tell us the specific steps they have taken, or they are taking, if any, to repossess the said land, so that it can be given to the entrepreneurs?"
