    "content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) My Ministry has made all the necessary plans to complete the tarmacking of the 20 kilometre Gambogi-Serem Road. The Government of the People's Republic of China has provided a grant of Kshs450 million for the completion of the project. (b) The road project did not stall due to failure by the Government to provide its share of funds required for its completion. The project stalled at 75 per cent completion upon exhaustion of funds. There was a problem of quantity overruns, hence overrun on the contract sum."
