    "content": "Mr. Deputy Speaker, Sir, I share the sentiments of Mr. Munya. This is yet a flat standard answer without regard to the plight of farmers in the entire region where we are losing close to 14,000 metric tonnes of cane to be crashed per day for lack of capacity. When the President visited our region, he made a statement to the effect that Nyangweta Sugar Factory will commence construction because the capacity is available. The Ministry has done feasibility studies which confirm that this is achievable. Could the Assistant Minister tell this House and the country whether the President was speaking in his personal and private capacity or as the President of the Republic of Kenya, answerable to Kenyans and Kisiis?"
