"content": "Mr. Temporary Deputy Speaker, Sir, to answer the first part of the question by the hon. Member, cess is not charged on milk and milk products according to the Local Government by-laws adopted in 1988. The collection of coffee cess is done by KPCU, and the councils have been experiencing problems accessing the funds, and that is something we will look into. When it comes to distribution of the funds, each local authority is given the responsibility to prioritise the projects for development purposes, particularly in areas where the funds have been collected."
