However, when it is received by councils, wananchi are not involved in deciding which projects should be given priority using the money. Could the Assistant Minister instruct the local authorities, through their councillors, to consult wananchi before any projects are carried out using the money? The money is being used as if it belongs to someone, just as it is in the case of using locational development committees?"
