    "content": "This is basically to make sure that the Electoral Commission can only postpone elections where the offences which have been committed are of a nature that would make the election impossible or to proceed. The Electoral Commission is not allowed to postpone an election on flimsy grounds. The other one of deleting Subclause (4) is to ensure that the results of elections are declared only after the results have been received by the Electoral Commission in total."
