"content": " Mr. Speaker, Sir, I beg to reply. (a) Kenya ratified the Framework Convention for Tobacco Control in June, 2004. One component of this Convention was to control smoking in public places and protect non-smokers from harmful effects of Tobacco. Member countries agreed to implement the agreement within two years of signing of the Treaty. (b) Yes, there is a cost, but the Government will save much more millions in terms of healthcare costs and quality of life will be improved. (c) I confirm that the National Committee of Stakeholders exists and consultations have been ongoing for the last two or so years. (d) In consultation with the Minister for Agriculture, tobacco farmers are being advised to grow alternative cash-crops. For every one shilling gained from the tobacco industry, the health sector spends three shillings to treat the effect of tobacco use."
