    "content": "Mr. Speaker, Sir, the Member of Parliament for Isiolo Constituency who is a good friend of mine knows that one responds to a question the way it was asked. The Question did not ask about the death rate. It asked for the district population figures and the rate of population increase, which I gave. But, obviously, the population census is undertaken every ten years. The last one was held in 1999. The next one is due in 2009. In the intervening period we use the fertility and mortality rates. That is how we arrived at the estimates by December, 2005."
