"content": "Mr. Speaker, Sir, as I indicated last week, the answer by the Minister was most unsatisfactory. First, there is a letter dated 16th October, 1998 by which the said officer was interdicted with effect from 1st June, 1998. That letter was signed by the District Commissioner on behalf of the Permanent Secretary, Ministry of Health. The same District Commissioner, in a subsequent letter dated 30th November, 1999, advised the officer that following a meeting of the District Advisory Committee, the interdiction had been lifted. So, in effect, that officer was found innocent and ought to have been reinstated from 30th November, 1999. Why was he not reinstated?"
