    "content": "Mr. Speaker, Sir, the position is that the letter which interdicted the said officer was signed by the District Commissioner on behalf of the PS following a district advisory committee meeting. The committee was supposed to forward the minutes of the same meeting to the parent Ministry, which was then the Ministry of Water and Environment. The Ministry looked at what had transpired and the letter of interdiction was formally issued to the said officer by the PS. So, the issue raised by Mr. Bahari does not arise."
