    "content": "Mr. Deputy Speaker, Sir, I am surprised by the answer given by the Assistant Minister. I know the Chair personally has the benefit of knowing where Garissa is by virtue of coming from Mwingi South. You know very well that the Northern Water Services Board represents districts like Moyale, Marsabit, Samburu and Isiolo, including all the districts in North Eastern Province. The Assistant Minister wants to convince this House that when they located the headquarters in Garissa, among other things, the issue of centrality was taken into account in terms of geographical location. Could the Assistant Minister reconsider his answer and give an appropriate answer to this House? Everybody knows in this House that, that answer is not correct, that Garissa is geographically appropriate in terms of centrality. This is how resources of this country are wasted."
