    "content": "Madam Temporary Deputy Chairlady, let us understand the difference between a vote and a ballot paper. The judge is not striking out the actual paper. He is striking out the vote. This is a court process. If I go to court and prove, that hon. Abdikadir voted twice, then his vote is invalid and struck off. If I prove that hon. Gumbo has bribed to vote, then his vote becomes invalid and is struck off. This is what this section is saying. So, the numbers reduce as we strike off upon proof. You are not striking the ballots. You are striking the votes. This is what this law is all about."
