    "content": "Mr. Speaker, Sir, our intention as a Government is not to create more problems for Kenyans. But we believe that Kenyans wherever they are, together with their leaders - like hon. Members - can sit and resolve these problems without necessarily inviting Government to use force or any other method. So, we want the leaders in those areas to come together with the citizens and resolve those conflicts. Out of the 37 intended districts that we say we want to create, about 30 of them have no disputes. We are sure that even those few that have disputes they will be resolved."
