    "content": "Mr. Speaker, Sir, the Ministry does not designate areas which are arid and semi-arid. That is done by the Personnel Department in the Office of the President. They are the ones who designate and advise the Ministry about the areas. The Ministry, therefore, follows what is designated. However, I would advise the hon. Member to get his District Development Committee (DDC) as well as the District Education Office (DEO) to recommend such to the right office, so that my Ministry takes the right decision and implements it."
