    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT the Bill be amended in Clause 11 by inserting as new paragraph (6) as follows- (6) Any person who commits an indecent act with an adult is guilty of an offence and is liable to imprisonment for a term of not less than one year or to a fine of not less that Kshs50,000 or to both. Mr. Temporary Deputy Chairman, Sir, the rationale for the proposed amendment is so as to expand the scope of the offence of indecent act to include such an act against an adult. It is my contention that an indecent act is not exclusive to children and it is, therefore, necessary to capture adults. It is also my admission that an appropriate editorial ratification will take care of the side note."
