    "content": "Mr. Temporary Deputy Chairman, Sir, I would like to state that with the word \"distribution\" having been proposed for deletion at Clause 28(1), it should not appear in Clause 28(2), so that there is consistency. Secondly, I support this amendment fully. The burden of proof must be with the complainant and that is consistent with the legal principles of this country."
