They are not criminal in the sense of criminal offences, in the sense that the crimes which are being committed here could even be crimes of omission. We must not punish people so severely because if you look at this, there is already a fine of Kshs1million. Why should you charge someone Kshs1 million and then tell him “for ten years you are not going to stand and it could be an omission?” I do not think that it is fair. Let us just put it at five years."
