    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move: THAT, Clause 31 be deleted Mr. Temporary Deputy Chairman, Sir, some of the arguments that I am putting across in support of the amendment are as I put across in respect of Clause 26. However, I beg to add that the offence that is anticipated to be covered by this provision is already covered by the provisions of Section 251 of the Penal Code. This section provides for punishment for assault causing actual grievous bodily harm. There is also a provision in the Children Act against female circumcision or female genital mutilation (FGM)."
