    "content": " Mr. Deputy Speaker, Sir, I would like to take this opportunity, on behalf of this House, to thank Ms. Ndung'u for spearheading this Bill to where it is now. I also thank hon. Members for looking at issues from both sides. When we pass a law, as a House, it is important to ask ourselves: If that law was going to be used against us by our enemies, would we survive if we are innocent? That fairness must be captured in the spirit of the law. I think the application would be fair to everyone."
