"content": " Mr. Temporary Deputy Chairman, Sir, I have three amendments. The first one is what appears on page 1351 of the Bill, headed \"Section 23\". You will notice that the current provision reads:- \"(4) The provisions of the Criminal Procedure Code, the Evidence Act, the Police Act and any other law conferring on the police the powers, privileges and immunities necessary or expedient for the detection, prevention, investigation and prosecution of offences shall, so far as they are not inconsistent with the provisions of this Act, apply to the Director---\" Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the above provision relating to the Anti-Corruption and Economic Crimes Act be amended by deleting the words\"and prosecution of offences\". Mr. Temporary Deputy Chairman, Sir, so, I want to leave prevention, investigation and other issues to be handled by the Kenya Anti-Corruption Commission (KACC). I want the Director of the KACC to be able to do everything else except prosecution of offences, which is vested in the Attorney-General of the Republic of Kenya. That is the first amendment. Do I move the second amendment or do we deal with that one first?"
