    "content": "Mr. Temporary Deputy Chairman, Sir, I rise to support the amendment by the Departmental Committee on Administration of Justice and Legal Affairs. As I do so, I would September 12, 2007 PARLIAMENTARY DEBATES 3897 like to inform hon. Members that the Committee did have discussions with the Kenya Anti- Corruption Commission. We told the Director that most of the amendments he wants made to the Kenya Anti-Corruption Commission Act, through the Statute Law (Miscellaneous Amendments) Bill, were unconstitutional, and that Parliament's hands are tied. We told him that although his Commission wanted us to do something, we could not do it. Mr. Temporary Deputy Chairman, Sir, we advised Justice Ringera to liaise with the Minister for Justice and Constitutional Affairs to bring a Bill to Parliament to amend the Constitution. Until such a constitutional amendment Bill comes to this House, we will just be passing some of these amendments in vain. The courts will reject this law. Therefore, as I support this amendment, and other amendments that are coming, I would like us to keep in mind the fact that Parliament should never legislate anything that is against the Constitution. I beg to support."
