"content": " Mr. Temporary Deputy Chairman, Sir, I oppose this amendment. The presence of the Permanent Secretary of that Ministry, which has been charged with the responsibility of this issue is, in fact, a plus. It does not, in any way, remove the independence of the Advisory Board, which is there. We are not seeking in any way to amend, for example, Section 18 of the Act under which the Board shall not be subject to the direction or control of any person or authority and shall only be accountable to Parliament. We are not seeking to interfere with that one. On the other hand, it is extremely important that the Board, in the discharge of its function, at least, be informed as much as it can be informed by that Ministry which is responsible for it in terms of many things that the Advisory Board and even the Kenya Anti-Corruption Commission (KACC) normally goes to the Ministry for help with regard to budgeting and other issues like those ones. It is important that, at least, we have a Permanent Secretary, that is, one person out of more than 16 persons who are all very independent and who you cannot tell me that they are so fragile that they can be influenced by only one person. I think they are independent and that is why they have been voted to the Advisory Board."
