    "content": "Mr. Deputy Speaker, Sir, I beg to give notices of the following Motions:- THAT, this House adopts the Report of the Select Committee that investigated the death of the late Hon. Antony Wambua Ndilinge, Member of Parliament for Kilome, laid on the Table of the House on Thursday, 4th May, 2006 INTRODUCTION OF COMMUNITY HOUSING REINVESTMENT BILL THAT, in view of the acute shortage of housing and high mortgage rates in this country; cognisant of the fact that shelter is a basic human right; aware that not every Kenyan can afford to pay for decent housing, this House do grant leave for the introduction of a Bill for an Act of Parliament entitled \"the Community Housing Reinvestment Bill\" to provide for the establishment of a Fund from which low income earners can acquire loans to develop houses of their own, or purchase 932 PARLIAMENTARY DEBATES May 4, 2006 existing ones at a low interest rate."
