    "content": "Mr. Deputy Speaker, Sir, while appreciating what has been given by the Assistant Minister as an answer, I want to say that the Government introduced the Free Primary Eduction Programme without any facilities. The Government did not also provide enough teachers to schools. It also appears as if it does not have any clear policies for emergency. Could the Assistant Minister tell this House when his staff members visited the school to asses the situation on the ground because four classrooms were damaged and we are talking about 200 iron sheets and he is talking about a Vote of about Kshs50,000 only. What policy does the Ministry have for such an emergency?"
