    "content": "Mr. Deputy Speaker, Sir, I appreciate hon. Members' concern that every council should have fire-fighting equipment. However, the costs involved are so high that we must follow the proper regulations for procurement. We are conscious of the fact that this equipment is needed very urgently. I would like to request hon. Members to bear with us and utilise the facilities available now until we are able to overcome the challenges emanating from procurement procedures."
