    "content": " Mr. Temporary Deputy Chairman Sir, the reductions within the Ministry of Roads and Public Works relate to some projects which have not begun. It is pointless to keep that money within the books because the contracts have not been given out and will not start before June. It also relates to amounts which are counter-part funding by the Kenyan Government to the Development Expenditure, which was supposed to be funded from outside, yet we have not received any commitment. Those projects are being rescheduled to start when we have firm commitments from our financiers. So, it is not that we are moving from one project to the other. I explained that we have rescheduling until we have firm commitments either in terms of funding or in terms of contracting. That is the position."
