"content": "Mr. Temporary Deputy Chairman, I do not know if the Minister is telling the truth. Last year, there were commitments which were given by some financiers. That is why some of the funds were allocated and given to various projects. I do not know if the Minister is now saying that the firm commitments will no longer be heeded to, or what is happening? The reason I am saying that is because, in my own constituency, there was an agreement with a financier who confirmed that they had allocated Kshs200 million to construct a road in my constituency. That was confirmed. Why is the Minister saying that there was no confirmed funding on the Vote?"
