    "content": "May 4, 2006 PARLIAMENTARY DEBATES 973 Hon. Members and Kenyans have expressed the need to review the rate of the Constituencies Development Fund (CDF). The Motion that was passed yesterday on the Report submitted by the Committee is a clear indication that, before the Budget is drawn, we need to pass that Bill. The Budget is due before the House around 16th, June. If we wait until 30th, May, 2006, there will not be enough time to legislate and allow the Treasury to prepare for that. With those few remarks, I beg to oppose."
