    "content": "Mr. Deputy Speaker, Sir, the authority comes from the AGM. The AGM of these societies must pass a resolution on the ceiling of how much they can borrow. This is then approved by the Commissioner of Co-operatives in the Ministry. This has not been done. I have just told hon. Member to get this resolution brought to the Ministry. As at yesterday, this information had not been brought to the Ministry. Personally, I checked with the DCO in the area. He said he had it in hand, but he has not sent it to the Ministry. If this information is brought by tomorrow, I will organise for those members to borrow money the following day."
