    "content": "Mr. Deputy Speaker, Sir, the Minister has not answered my Question. He is talking of Forms 136C, which is a different thing from films. The other day the Government announced that issuance of ID cards is going to be free, but what is happening is that passport size photographs are being charged for because the Government does not have enough films. As much as Form 136C is available the films are not available. Therefore, what is happening is that people are being charged money because the Government does not have films. They are paying Kshs100, or Kshs200 for the photographs. I want to know from the Minister what he is doing to avail films to the whole of Nakuru District."
