    "content": "Mr. Deputy Speaker, Sir, with due respect to the hon. Member, that is not correct. The law says that within six months after birth, you are entitled to birth certificate and at the age of 18, you should apply for an ID card. However, most people do not bother to apply for them when they attain 18 years. After some time, the law says that you have to pay the penalty. It is, therefore, not because the Government does not issue them with ID cards but because the people have not bothered to apply for them."
