I remember very well that in 1997, the Government, through the Civil Service Retrenchment Programme, laid offmost of the technical staff. Therefore, you will find that the designs that are being done in the district are below standard and the destruction of this dam is something we are going to experience in the near future. What is the Ministry doing to ensure that the Technical Department of Design in the Ministry of Water and Irrigation is well equipped with personnel who can handle this work?"
