    "content": "Mr. Speaker, Sir, most of those projects have problems but they are not necessarily design or technical problems. Most of these projects are community projects where there is a component from the community side in terms of contribution in the form of either unskilled labour or even funds. When these funds do not come, no matter how well you plan or design a project, it becomes very difficult to implement it as per the standards. It is these particular projects, and not projects wholly owned by the Government, that are posing danger."
