    "content": "Mr. Speaker, Sir, the design was done sometime ago. However, at that time, we had different financing conditions. When other donors come into play, they do not go by the previous designs. They normally come up with their own designs, done by their own appointed consultants. The review is now being done in cognisance of the other design which was done before. Mr. Speaker, Sir, in addition, during the designing, the road is made to pass through the most economic routes that will serve people better. If, for instance, the design warrants that a road is to pass through a shopping centre, compensation is done to those people who are affected."
