I realise that he is putting a lot of confidence on the concessionaire saying that it will provide safety and security measures for our people. He has told us that the Government is putting aside Kshs70 million for that purpose. Mr. Speaker, Sir, could he assure this House that these funds will be available at the time when they will be needed? In the past, we are aware that the Government made promises, but it never meets its obligations."
