"content": "Mr. Speaker, Sir, as rightly pointed out by Mr. Ndolo, it is true school children really suffer in Nairobi when they are going to school. We are aware that school children are waking up as early as 4.00 a.m. to be able to reach schools. These problems have been brought about by parents. We find a parent staying in Githurai, but wants his or her children to go to a school in Lavington or Karen. The policy of Nairobi City Council is that students should attend the nearest primary school from where they stay. If this policy were to be followed, that issue of children waking up at 4.00 a.m. in order to make it to school would go away. Therefore, I am encouraging Members of Parliament from Nairobi to build more schools near residential areas, so that children do not have to move from one estate to another in order to go to school. They can simply walk to school as it happens in other places. 896"
