    "content": "Thank you, Mr. Speaker, Sir, for giving me the opportunity to contribute to this Motion. The wrong perception about the CDF, created largely by the media, civil society and others, is misplaced. The impact of CDF in the last three years has been felt by communities, particularly in the rural areas. It is all there; very tangible results that can be seen. It has been realised by donors and the people of Kenya that the CDF has actually had an impact in terms of infrastructure development in the rural areas. I think that is a credit to the Ninth Parliament. There are those who said that the Ninth Parliament is a disaster but I would want to argue that, indeed, this Parliament will be remembered by posterity because of the introduction of the CDF."
