    "content": " Mr. Speaker, Sir, I beg to reply. (a) Yes, I am aware of the Government decision of 14th December, 2004, to provide debt relief for coffee farmers as was done to sugar farmers. (b) The appropriate steps to implement the Government's decision have already been taken and we are in the final stages. In the meantime, the Co-operative Bank of Kenya has already been instructed to stop loan recoveries from the coffee farmers. (c) In order to implement the decision appropriately, certain steps needed to be taken, which included carrying out an audit on the coffee farmers' loans in order to validate the loans that had been granted to the farmers by the Co-operative Bank for specific needs of the coffee industry. This exercise took nearly the whole of last year."
