    "content": "Mr. Speaker, Sir, part of the reason why there is a problem with rural electrification is because Kenya Power and Lighting Company (KPLC) continues to charge Value Added Tax (VAT) on projects that are supposed to benefit the rural people. Could the Government consider waiving VAT? That tax makes the projects very expensive."
