    "content": " Mr. Speaker, Sir, I have a short Ministerial Statement here on the effects of the drought and also on the Avian Flu situation in Kenya. Mr. Speaker, Sir, as hon. Members are aware, both arid and semi-arid areas have not received adequate rainfall since the El Nino rains of 1997 and 1998. This coupled with the failure of the seasonal rains over the last few years, led to the recent disastrous drought. The objective of this Ministerial Statement is to update hon. Members on the effects of drought and Avian flu scare on the livestock sub-sector."
