    "content": "I would like to inform Mr. Angwenyi that Members of our Committee considered putting capital offence under defilement and gang rape. But we have been informed that there is a moratorium by this Government to abolish the death penalty and that the Attorney- General has signed an international instrument that does not allow us to put in our new legislation any capital punishment."
