"content": "And that is also repeated in \"attempted rape\". Mr. Deputy Speaker, Sir, when you come to the issue of sexual assault, it is not as if we do not have a law on sexual assault. In fact, if you look at the section on Indecent Assault, this is a very serious offence. Indecent Assault has been defined so comprehensively in the Penal Code. As it is, we do not need this section on the Sexual Offences Bill. In fact, Section 144(1) of the Penal Code says: \"Any person who unlawfully and indecently assaults any woman or girl is guilty of a felony and is liable to imprisonment with hard labour for five years, with or without corporal punishment.\" It is not even a defence to a charge for indecent assault on a girl under the age of 14 to prove that she consented to the act of indecency. Indecent assault can even mean winking at a young girl in the streets. The charge for this is five years with or without corporal punishment. So, this is already provided for. What is the hurry? I will now tell you the hurry!"
