    "content": "There are contradictions. If you look at them one by one, you will find that this Bill risks being rejected. I say this sadly because I do not want to be party to bringing this Bill down, because the core intention is good. It is the dressing that is going to bring this Bill down. That is why I started by saying that I would have wished that we could save the good intentions of this Bill. We should look at the Memorandum of Reasons. At the beginning, at page 400, it states clearly, and it is imperative that we look at it:- April 27, 2006 PARLIAMENTARY DEBATES 795 \"The main object of this Bill is to facilitate the implementation of the resolution of the National Assembly passed through a Motion on 27th April, 2005, that a Bill for an Act of Parliament \"The Sexual Offences Bill\" be introduced to the National Assembly for debate.\" Mr. Temporary Deputy Speaker, Sir, in truth, at that moment, we talked, essentially, about rape. However, this Bill has several other things that one could say are extraneous to the Motion which we passed."
