As we say we must punish rapists, we must not make it for those of our nationals not endowed with enough money to buy clothes to cover their bodies fully, to become criminals. There is not a single Member in this House who does not represent a Kenyan who does not have sufficient clothing and whose genitalia is from time to time exposed for inadequate clothing. Do we want to criminalise that? I want to say no!"
