    "content": "Mr. Speaker, Sir, I beg to give notice of the following Motion:- THAT, noting with concern the plight of scores of Kenyans who are landless across the country and whose earnings are barely enough to sustain them; noting further that there is no clear land use policy and aware that thousands of hectares of land belonging to the Government or private individuals lie idle, this House do grant leave to introduce a Bill entitled The Squatters Settlement Scheme Bill for purposes of settling all genuine landless people in the country."
