    "content": "Mr. Speaker, Sir, I beg to move that the Sexual Offences Bill be now read a Second Time. Kenya as a country is at war. However, it is not a war in the conventional sense. This country is faced with a much more serious problem that touches on the wellbeing of its nationals in the context of insecurity at home. We are at war with sexual violence. This violence is pervasive. In fact, it is affecting both private and public space."
