    "content": "Mr. Speaker, Sir, I am surprised at the manner in which Ministers are responding to Questions. When hon. Members bring Questions to this House, they must be treated with the seriousness they deserve. I did not ask this Question for fun. This Question should have been answered by the Minister himself. The Assistant Minister has given an answer which is misleading to the House. This contractor did not tarmack all the roads that he was required to tarmack. In fact, most of the roads that he tarmacked have already been washed away. Most of them are full of potholes. I cannot tell where the money that is said to have been disbursed to Bungoma Municipality went to because nothing has taken place on the ground. Could the Assistant Minister tell the House specifically which works have been done with the money? Part of the problem that we have within the local authorities is corruption. Clerks and chief officers in the Ministry are responsible for the poor performance of the local authorities. The Ministry does not seem to be serious. The local authorities are not working. This House should be taken seriously and Ministers should take their job seriously. I want this House to be serious---"
