    "content": "Mr. Speaker, Sir, it is a Recurrent Supplementary Estimate. It is self explanatory. From what we are seeing, this country cannot develop due to lack of money. We had a Budget; why do we need to have Supplementary Estimates? It is because of the failure of the main Budget. If we had budgeted correctly, we would not have any deficit. If those who worked on the main Budget had a vision for this country, we would not have a calamity like the drought. What has been said by Prof. Anyang'-Nyong'o is true. However, instead of opposing the Supplementary Estimates, I support it. With those few remarks, I support."
